Insights into the Procurement, Design and Construction of the East-West Link

Michael is the Project Director for the Lend Lease, Bouygues and Acciona D&C Joint Venture
awarded the $5.3 billion contract to design and construct the East West Link – Eastern Section.
With 27 years’ experience in the construction industry, Michael has successfully undertaken
leadership roles on large scale projects in Australia, Hong Kong and the UK. His past projects include large road tunnels including the M5 East Motorway, significant bridge works such as the Bolte Bridge and major urban freeways involving substantial traffic management including the M1 Upgrade and CityLink – Western Link.
Michael has a deep understanding of the industry and what makes projects successful. He focuses on challenging people and teams to work together to produce great results.
Kevin is the Executive Project Director with the Linking Melbourne Authority and is responsible for overseeing the project delivery of the $6.8 billion East West Link – Eastern Section on behalf of the State. The project is being delivered as a Public Private Partnership.
Kevin has over 18 years’ experience in the engineering industry including public and private sector leadership roles in project delivery across a broad range of contractual models and across the full lifecycle of projects. Of note, Kevin was the Project Director for the Middleborough Road Rail Grade Separation and the West Gate Bridge Strengthening which were awarded Victorian Engineering Excellence Awards in 2007 and 2011 respectively. The West Gate Bridge Strengthening was also awarded the profession’s highest accolade, the Engineers Australia, 2011 Australian Engineering Excellence Award.
Kevin is an innovative and highly effective leader who adopts a strategic leadership and business approach to managing complex capital projects and programs. He strives to develop high performing teams that challenge the status quo and dare mighty things.
